Lillian B. Shepard63,64 was born on 5 November 1878 in Marshfield, Vermont. She died on 9 August 1930 at the age of 51 in Cabot, Vermont.17 Cause of death was cerebral apoplexy the onset of which occurred in October 1929. She was buried at Durant Cemetery in Cabot, Vermont. Lillian and her sister Ellen were raised by their grandmother Lydia Benton, as their mother died when they were young. They lived first on the Benton farm and later in Marshfield village where Lillian led a very active social life. She often helped her aunt Emeroy, who was a seamstress. Later, she moved to her father's house (owned by Gemma Yamamoto in 1993) in order to keep house for him. He was a shoe maker. In 1899, Lillian was teaching school, apparently as a substitute for several of the schools in the area. Loren often took her to whatever school she needed to go. Sometime around early 1900, Loren became quite sick with consumption and Lillian devoted considerable time to caring for her father. By 1898 and perhaps earlier, Howard Carpenter was calling on her quite regularly. They were married only a month before Loren's death on his fiftieth birthday. According to David Smith, the Carpenters lived in Marshfield during that time so that they could care for Loren. After Howard and Lillian moved to the Carpenter farm, Lillian operated a telephone switchboard in the kitchen. According to their daughter Clara, Howard and Lillian lived at first in the ell of the house (which contained two finished rooms and two roughly finished rooms) and one room in the back of the house. George and Adelia Carpenter had the two front rooms, the parlor bedroom and the upstairs. Clara had the impression that this arrangement was very difficult for Lillian. It didn't last long, however, as George and Adelia died in 1905 and 1906. Lillian had a fine singing voice, and could play the organ. Parents: Loren L. Shepard and Flora C. Benton.

After returning from his military service Shepard studied law with his employer, attained admission to the bar, and became a lawyer in Hardwick. From 1924 to 1932 Shepard served as Caledonia County State's Attorney.
Shepard was a Hardwick Village Trustee from 1933 to 1952 and Town Meeting Moderator from 1934 to 1955.
In 1936 Shepard was elected to the Vermont House of Representatives and served two terms. He was Speaker from 1939 to 1941.
In 1940 Shepard was an unsuccessful candidate for lieutenant governor, losing the Republican primary to Mortimer R. Proctor. From 1941 to 1945 he served on the Vermont Banking Board.
When Proctor became governor in 1945 he appointed Shepard as his executive assistant.
In the 1950s Shepard served as chairman of the Vermont Public Service Commission.
